How to square tandem axles on a travel trailer?

I have a travel trailer that the axles are bent. The manufacture is closed. I took the trailer to a axle shop and they said the axles are not true. For them to repair it was close to $4,000 for new axles and labor. The axles were installed by the manufacture that way. The repair shop said that it does not look like it was caused by any damage to the trailer.How to square tandem axles on a travel trailer?
Do what Tom R suggests to see if they're out. Axles rely on the leaf spring center bolts to stay in alignment also. If one of these is broken, the axle will shift. Measure from point on axle to LF or RF corner on trailer. Exact measurement place on both sides
